On the afternoon of January 18, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a nationwide online conference to deploy the project to develop the application of data on population, identity and authentication. electronic services for national digital transformation in the period of 2022-2025, with a vision to 2030, approved in Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister.

So, within less than two weeks after being approved, a large project serving the national digital transformation program was implemented, demonstrating the Government’s determination and great efforts. and the Prime Minister in directing the implementation of the policy of building a digital government, a digital economy, a digital citizen, a digital society, etc. on the roadmap to form a digital nation, following the orientation of the 13th Party Congress approved by the Party. via.

The above decision and the direction of the Prime Minister at the conference are very timely and necessary, creating a legal basis and trust for all levels, branches, localities, the business community and People throughout the country exploit this important application, serving related activities of organizations and individuals.

The national population database, electronic identification and authentication system are applied to serve 5 groups of utilities: (1) serving administrative procedures and providing online public services; (2) serving economic and social development; (3) serving digital citizens; (4) Completing the ecosystem for connecting, exploiting, supplementing and enriching population data; and (5) Serving the direction and administration of leaders at all levels.

The national population database, electronic identification and authentication system are elaborately, carefully, meticulously and scientifically built to ensure the highest accuracy of data information. , and the most favorable for the application to serve political, socio-economic, security, defense tasks, etc.

To get this result, the Ministry of Public Security has completed the digitization and centralized storage of information of more than 98 million people; and on that basis, the Ministry has granted personal identification numbers to 100% of citizens.

The Government and ministries, sectors and localities have been actively and urgently deploying national databases, creating a foundation for the development of Government and digital government, including national databases on residential, land, business registration, finance, insurance… to connect and share in the digital space.

Prime Minister Pham Minh Chinh said that among the above national databases, the national database on population is one of the most important, because it is associated with each person, each family – cells of society; is the foundation to form a digital citizen and a digital society, in line with the general trend of the world.

The national population database, electronic identification and authentication system is an extremely important national resource and asset, invested and built with a huge resource of finance and effort. and intelligence, has great significance in many aspects, contributing to changing the perception and method of citizen management from manual to modern, overcoming the inconsistency and improving the quality, efficiency, and effectiveness. accurate in managing basic information about citizens among ministries, branches and localities, creating favorable conditions and an important foundation for deploying online public services to serve people and businesses; especially, together with other national databases, create an indispensable basis and condition, becoming the foundation for the national digital transformation program.

Without databases as content, as “raw materials” to exploit and connect, digital transformation platforms, even software, are still only a dry “shell”, at least available, if not useless.

The effectiveness of databases in general, especially national databases, including the national population database, depends on the actual application process.

Failing to effectively exploit expensive, elaborate national databases is a huge waste.

Prime Minister Pham Minh Chinh emphasized that the implementation of the project to develop the application of data on population, identification and electronic authentication for national digital transformation is an important, complex and pervasive task. High radiation, practical benefits, long-lasting effect; But the difficulties and challenges ahead are many, even many “resistance forces”.

However, the Prime Minister still affirmed that the implementation of this project is one of the important and breakthrough contents of the Government’s digital transformation program in 2022 and the following years.
